He wanted to publish books out of print, but the only way he would be able to do that is if he bought copies from abroad. The problem with that idea was that the books would cost him a lot of money and it's not like he could buy all of them, since there are millions of books in this country alone. It wasn't until 1997 when Mahdi found his solution. They were getting away with it because there is no legitimate royalty system in Saudi Arabia. Mahdi had found his answer.
